To add a dealer on a project, you will need to have a copy of the pdf.  Go to the Upload Specifications page and complete number one and two (Upload and Save the PDF).  Then you can add a dealer to that project using the 'Add a Dealer' by selecting the dealer in the drop down box and click '"Save File."
